Is it more beneficial to use a lower wavelength UV-C bulb? For example, using a 180 nm UV-C bulb instead of 254 nm.

I know the 180 nm bulb will produce ozone, which is very useful for filtration of water, but in terms of damage done to germs solely by the UV light, is 180 nm more effective than 254 nm?
