I recently learned about tardigrades which can withstand extreme conditions by entering a cryptobiotic state. Based on googling and wikipedia, supposedly in this state, their metabolism supposedly drops to 0.01% of the regular metabolism.

Does a lower metabolism make them more resilient? If so, why?

To my knowledge, they are not necessarily adapted for all these conditions, but the cryptobyiotic state allows them to survive. By contrast, the Saharan Desert ant can actually live, eat, reproduce, etc during this state.
