is there such a thing as transcranial magnetic inhibition?

There is an instrument capable of inhibiting regions of the brain as does transcranial magnetic stimulation, but in reverse?

By inhibiting, I mean that the neuron loses its action potential, as do benzodiazepines or alcohol.

    $\begingroup$ When you say "There is an instrument..." it is not clear what you are talking about. Can you provide a link or an explanation of what you are talking about? What would be the reverse? I think there might be an error but it's hard to tell.
