It's a thermoregulation system that they do use in extreme circumstances (aside from paw sweating). Especially after exercise (zooming up and down the stairs). It could also be a sign of disease, though, it should all be taken into context when analyzing panting (or any other behavioral cue) in cats. It's not a frequent thing to see, because of their high tolerance to heat as stated in one of the answers, but only a few days ago with all this heat waves I saw one of my cats precisely panting after a good random run.

Sep 25, 2020 at 5:43 comment added jamesqf @aliential: Depending on the breed of dog, a 20 km jog might just be a gentle warmup. Even my friends' small dogs - not much bigger than a cat - will happily go 10 km or so. But I don't think I've ever seen a cat run even 100 m.
